The shirt features a comic about safe sex in which Puk-Puk urges people to wear condoms to defeat Sexually Transmitted Disease, specifically for the time HIV which was spreading rapidly and killing many. The comic starts with a couple of puk puks hooking up. As the evil sperms travel a warrior is called to trap them inside of a rubber, they say the “rubber kills” and then Puk-Puk tells everyone to wear a rubber for safety :).
